CULIACAN, Mexico (AP) ? A Mexican beauty queen killed over the weekend in a shootout between suspected drug traffickers and soldiers likely was being used as a human shield, a federal official said Tuesday.
Maria Susana Flores Gamez, crowned 2012 Woman of Sinaloa in February, came out of the car first with a gun in her hands during the confrontation, with the other gunmen hiding behind her, according to the official from the attorney general's office.
He spoke on condition of anonymity because of the ongoing investigation.
The official said he read the military report of Saturday's shootout in Flores Gamez's hometown of Guamuchil in western Sinaloa state, home to Mexico's most powerful cartel of the same name. The attorney general's investigators are still trying to determine if the 20-year-old fired the gun she was holding.
The report said she went down in a hail of gunfire. She was found dead near an assault rifle along with two others.
"They used the woman as a human shield," the official said.
The slender, 5-foot-7-inch brunette had competed with seven other contestants for the more prestigious state beauty contest, Miss Sinaloa, but didn't win. Miss Sinaloa state winners compete for the Miss Mexico title, whose holder represents the country in the international Miss Universe pageant.
Mexico's Ximena Navarrete was crowned Miss Universe in 2010.
Local media outlets continue to misidentify Flores Gamez on Tuesday as Miss Sinaloa.
The organizers of the Miss Sinaloa pageant issued a statement on the pageant's Facebook page, seeking to make clear Flores Gamez was not their queen.
The misidentification "damages the image and tranquility of our queens, their families and friends," the statement said.
Neither the state nor national pageants responded to requests for comment on Flores Gamez's death.
It was at least the fourth documented case of a beauty queen or pageant contestant becoming involved with Mexican drug traffickers, the theme of the critically acclaimed 2011 movie "Miss Bala," or "Miss Bullet," Mexico's official submission to the Best Foreign Language Film category of Academy Awards.
The film tells the story of a young woman competing for Miss Baja California who becomes an unwilling participant in a drug-running ring, finally getting arrested for deeds she was forced into performing.
In real life, top Sinaloa cartel drug lord Joaquin "El Chapo" Guzman married local beauty queen Emma Coronel, who later crossed into the United States to give birth to twin girls in 2011.
In 2008, former Miss Sinaloa Laura Zuniga was stripped of her crown in the Hispanoamerican Queen pageant after she was detained that year on suspicion of drug and weapons violations. She was later released without charges.
In 2011, a Colombian former model and pageant contestant was detained along with Jose Jorge Balderas, an accused drug trafficker and suspect in the 2010 bar shooting of Salvador Cabanas, a former star for Paraguay's national football team and Mexico's Club America. She was also later released.
"A lot of young women are attracted by the false riches of the drug gangs. They offer the fantasy of a life of riches without much work," said Judith del Rincon, a women's rights activist and former Sinaloa legislator. "A lot of beauty queens wind up as girlfriends of some narco."
Del Rincon added that the involvement of drug lords with beauty queens dates back at least to the heyday of the Tijuana-based Arellano Felix drug gang in the 1990s.
Sinaloa state prosecutor Marco Antonio Higuera said Flores Gamez was traveling in one of several vehicles that engaged soldiers in an hours-long chase and gun battle. He said two other members of the drug gang were detained.
The shootout began when the gunmen opened fire on a Mexican army patrol. Soldiers gave chase and cornered the gang at a safe house in the town of Mocorito. Some men escaped, and the gun battle continued along a nearby roadway, where the gang's vehicles were eventually stopped. Six vehicles, drugs and weapons were seized following the confrontation.
Higuera said Flores Gamez's body has been turned over to relatives for burial.

Google's Phantom Island May Have 19th-Century Roots
A Kiwi librarian may have discovered the origin of a nonexistent island that's been outfoxing cartographers for more than a century.
Sandy Island, still visible as a Manhattan-size void in the Coral Sea on Google Earth, was officially "undiscovered" last week after a group of Australian scientists gingerly navigated their research vessel directly through the spot where it should have been.
The researchers, who were on an expedition to study plate tectonics, decided to make a detour to Sandy Island after noticing that their ship's navigation charts made no mention of it, even though it showed up on both Google Earth and the world coastline database.?
"We all had a good giggle at Google as we sailed through the island," Steven Micklethwaite, a scientist at the University of Western Australia who was on the voyage, told the Sydney Morning Herald. "Then we started compiling information about the seafloor, which we will send to the relevant authorities so that we can change the world map."
Shaun Higgins, an intrepid librarian at the Auckland Museum in New Zealand, caught wind of the story and started digging through the museum's map collection to try to find out when and where the island first entered the Western imagination, as detailed on the museum's blog.
The earliest mention of the island Higgins found was on a chart created by the Hydrographic Office of the British Admiralty in 1875 and last updated in 1908.
The chart, which can be seen on the museum's Flickr page, shows the same lens-shaped island west of New Caledonia that's depicted on Google Earth. The landmass was already called Sandy Island and was designated as the 1876 discovery of a ship named Velocity. [10 Strangest Sites on Google Earth]
But R.C. Carrington, the chart's author, warned seafarers that the document might not be completely accurate. A disclaimer on the sea chart reads: "Caution is necessary while navigating among the low lying islands of the Pacific Ocean. The general details have been collated from the voyages of various navigators extending over a long series of years. The relative position of many dangers may therefore not be exactly given."
It seems that future generations of cartographers may not have taken Carrington's words to heart, as the island has managed to carry on a fugitive existence in respected world maps and atlases for 136 years after its supposed discovery.
Some have speculated that Sandy Island may have been intentionally invented by a cartographer as a copyright trap; drawers of urban maps are known to add so-called "paper streets," which don't exist in reality, so that plagiarists will reveal themselves by the inclusion of a signature error.
But Mike Prince, the director of charting services for the Australian Hydrographic Service, told the Sydney Morning Herald that the authors of nautical charts didn't generally booby-trap their work, as such a practice could have had damning implications on sea maps' reliability.
The Australian scientists who sailed through Sandy Island seem poised to be remembered as its true undiscoverers. But just as North America was discovered by both Vikings and Native Americans before Christopher Columbus ever arrived, Sandy Island's existence was actually ruled out by a group of New Caledonian ham radio operators in 2000.
The hobbyists had been interested in the remoteness of the Chesterfield Islands, an archipelago a few hundred miles off of the New Caledonian mainland that was a candidate for a so-called DX-pedition, in which hams set up a communication point in an exotic and isolated locale. If Sandy Island had existed, the Chesterfield Islands would not have been sufficiently remote from another landmass to qualify as a viable DX-pedition destination.
But the radio explorers deduced from satellite data on ocean depths that Sandy Island was indeed an island of the mind, and in doing so, ushered in a brave new era of undiscovery.

German apprenticeships equal job security

COLOGNE, Germany -- Following 12 years of elementary- and high-school education in Germany, 22-year-old Sabrina Kleinsorg had to make a decision for her professional career two years ago.
"Most of my fellow students wanted to go to university, opted for a higher education, but I wanted to earn money immediately, while learning a profession at the same time,"?Kleinsorg?says.
Her own family history includes mostly blue-collar workers, and?Kleinsorg's parents favored an education in skilled crafts and trades for their daughter.
For?Kleinsorg,? the choice was easy: She opted for an apprenticeship in the field of engineering.
Germany's unique apprenticeship program provided an opportunity for?Kleinsorg?to receive hands-on experience on the factory floor, paired with complementary theoretical training at a vocational school.
In 2010, she started a paid three-and-a-half-year apprenticeship program as an industrial electronics technician at U.S. automaker Ford's plant in?Cologne,?Germany.
Today, in her third training year,?Kleinsorg?earns more than $1,200 per month and receives a number of social benefits, including health insurance.
"My friends from school thought it was 'uncool' to train in a technical job, especially as I entered a male-dominated work environment,"?Kleinsorg?says.
"But I was immediately accepted by my male colleagues, and today, I am far better off financially than they are."?
Her?choice also means job security.
In Germany, 61 percent?of all apprentices receive full-time employment at the company where they?train. And the rate is growing, according to the?latest statistics from the Association of German Chambers of Commerce and Industry, DIHK.
Ford Motor Company in Germany states?that nearly 95 percent of all trainees are offered a regular job and stay with the company.
"Many of my friends from high school will have to pay back loans after their college studies and still face an uncertain employment future,"?Kleinsorg?adds.
A?pillar in the crisis
Compared to other countries in the 27-nation European Union, Germany's export-driven economy is going fairly strong despite challenging economic conditions. The overall unemployment rate in Germany is?6.5 percent.
Many other eurozone countries are in recession and burdened with high unemployment rates. The situation is especially troublesome for young Europeans under the age of 25.
According to the European Union statistics office, Eurostat , the youth unemployment rate rose to 22.8 percent in September, up from 21.7 percent? the previous year. In Greece and Spain, that number is over 50 percent. In Germany, the youth unemployment rate is just 8 percent.
"One reason for the so-called miracle of low youth unemployment rates in Germany is our apprenticeship system," says Dr. Andreas Koenig, Head of Section, Technical and Vocational Education and Training at GIZ, an association that supports the German government in the field of sustainable development.
"It is this transfer of knowledge from schools and training programs directly into the work environment and vice versa, which makes the difference," Koenig says.
Courses are designed by employers and government specialists but also include input from Germany's trade unions. Training programs are also regularly adjusted to market needs.
The so-called "dual system" -- split into 60 percent workplace training and 40?percent?classroom-based education -- is widely regarded as a model of business investment in social mobility and in?the country's skilled workforce of the future.
"It is all about building your own work?force on a high-quality basis," says Volker Theissen, manager for learning and development at Ford Europe.
Germany's?apprenticeship system trains approximately 1.5 million people per year and matches the worker's skills with the demands and requirements of today's rapidly changing work environment.
"In the course of our apprenticeship, we learn many important facets about our job, but also a lot about the company. And from the start, we are fully integrated and adopt to our future workplace," says 18-year-old Andr? Etzweiler, an apprentice at Ford in Cologne.
"And, while the training immediately creates a symbiosis between the young worker and his employer, it nevertheless prepares us well for the broader job market in case we cannot or do not want to stay with the company," Etzweiler explains.
Historic?system, with a modern touch
Vocational training in Germany has a centuries-old tradition and dates back to the guild system of the Middle Ages.?From bakers to hairdressers and welders to bank workers, the German system focuses on top-level education in close collaboration with industry.
Germany's small- and medium-size businesses, the so-called?Mittelstand, are highly dependent on the next generation of well-trained workers.
Germany's?Mittelstand?accounts for nearly 70 percent of all exports. Many experts say that these specialized? businesses are the engine of economic growth and a main contributor to Germany's still healthy economy.
"If we want to stay innovative, especially in regard to our foreign competition, then we need young skilled workers with young ideas," says Oliver Huhle, manager at Huhle Steel and Metal Construction, a firm with nearly 100 employees based in Wiesbaden.
"Many of today's business executives in Germany began their career as apprentices, including myself," says 34-year-old Huhle.
The success of Germany's dual-training system has led countries like the United States, China and India to study it as a possible model for their own labor markets.
"We have seen an increasing number of requests in the past year from other countries, inquiring how we cooperate to implement elements of the German system. Just last week, we signed a memorandum of understanding with Italy," says Thomas Renner from the Association of German Chambers of Commerce and Industry in Berlin.
In times of tight budgets and ailing economies, however,?many international companies have been shying away from long-term investment in a larger work?force. Many foreign corporations fear that long-established socioeconomic structures -- one secret to success in Germany -- might be the missing link abroad.
However,?German?experts?say that core elements would be adoptable in other markets.
"If other countries, such as the United States, want to implement the system, it does not require the enormous state support that you see in Germany,"?Theissen from Ford Europe says.
"Companies can easily initiate cooperation and exchange with already existing technical colleges in any region," he?adds.
While German carmakers, such as Mercedes or BMW, have already exported the system to their factories in the United States, Ford has so far only been offering apprenticeships to young applicants at plants in Germany.
A?demographic challenge
But at Germany's workbenches, the system is facing a major challenge these days: low birthrates.
Mid-sized businesses, especially, face a shortage of qualified applicants, in part due to the demographic changes, but also as a result of strong competition from large companies.
At the end of September, German officials counted more than 33,000 open training positions.
As a result, German companies are increasingly looking across the borders to meet their needs.
"Several firms in the southern region are now recruiting young people from Spain who want to receive technical training. These companies offer a four-week language course prior to the apprenticeship," says Ulrike Friedrich from DIHK in Berlin.
"And hotels and restaurants in the German state of Thuringia are training adolescents from the Czech Republic and Hungary," Friedrich adds.
In the crisis, one country's loss could be another country's gain.
Latest statistics show that there is a growing influx of immigrants from crisis-stricken nations of the eurozone, including a large number of young workers.
"It is a win-win situation for both sides," Friedrich says.
"The young foreigners will receive high-quality training, fill gaps in small German businesses, but also have the chance to go back to their countries as skilled workers at a later point," she?says.

INDIANAPOLIS (WISH) - Four residents and three animals were displaced Saturday morning after an apartment fire broke out on the 2500 block of Fox Harbour Court.
The Indianapolis Fire Department responded to the apartment fire shortly after 9:30 a.m. One resident noticed smoke coming from his apartment unit and immediately called 911.
Fire crews arrived to the scene and had the fire under control within 20 minutes.
Due to extensive damage of two apartment units, four residents and three pets were displaced.
The apartment leasing manager and IFD Victims Assistance unit are working to find residents shelter for the day.
The cause of the fire is under investigation.
There were no injuries reported.

The president took his daughters, Sasha and Malia, to One More Page Books in Arlington, Va., on Saturday afternoon.
The White House says Obama was promoting an effort called "small business Saturday" to encourage shoppers to patronize mom-and-pop businesses after Thanksgiving.
At the store, Obama held up his BlackBerry, apparently looking up a book title as he spoke with shop owner Eileen McGervey. He said "preparation" was the key to his shopping.
Obama brushed off a reporter's question about the looming "fiscal cliff," saying "we're doing Christmas shopping."
The White House says Obama bought 15 children's books that will be given as Christmas gifts to family members.

I had a conversation with the leader of the Labour opposition in Barnet. Councillor Alison Moore says that later this month a council committee will run a rule over the contact. She said the promises in terms of savings and performance improvements will be looked at closely. Many councilors worry that if the contract fails it will be the citizens that pay the bill. Councillors are also concerned about the number of jobs being outsourced.
She said in a statement: "This is a huge contract and we will only know if this risky gamble pays off after the council signs a contract for at least 10 years, which effectively means that services will be tied-in for the next two or even three electoral cycles. Councillors of all political parties will be rightly concerned about how they will be able to continue to represent their constituents and ensure that services are efficiently and effectively delivered for all residents.
There is no guarantee that this contract will make savings or deliver better services, and we know there are other places where this has gone disastrously wrong and where councils have had to bring those services back in house at great cost to the council tax payer.
The loss of 200 jobs from the borough is yet another blow to the local economy which we know is already struggling, as well as a personal tragedy for those staff affected who may lose their jobs.
The business case has not been properly made and there has been very little scrutiny allowed of the business plan - If this contract does not deliver it could end up causing real misery for local people."
